Project Name: Smile Train Rafatullah Community Hospital (RCH) cleft Project, USA
Rafatullah Community Hospital (RCH) of TMSS has been implementing a project entitled, ‘Smile Train RCH cleft Project’ with the technical and financial assistance of Smile Train Inc. of America. The slogan of this project is ‘Gift a smile for life’. This is a very important project for helping the people living in rural areas in North Bengal, especially the poor people. The objective of this project is to provide free cleft lip and palate repair surgery. Through this project the poor people living in rural remote areas, especially in North Bengal are getting opportunity for free cleft lip and palate repair surgery. Smile Train is a non-profit charitable organization whose mission is to provide assistance to poor children born with cleft lip and palate around the world including Bangladesh. The goal of the project is for the smile train to provide funding for primary surgical interventions to indigent children born in Bangladesh with a cleft lip and/or palate. The Smile Train will provide funding limited to a maximum amount of us$ 125,000 during the funding period to support the existing cleft lip and palate program with the intent of significantly augmenting the cleft care already being provided by Rafatullah Community Hospital, Bogra, Bangladesh so that about 500 additional indigent patients with cleft lip and palate can receive primary surgical care. This funding will be used for direct surgical costs as designated by Rafatullah Community Hospital. Any surgical procedures conducted at this hospital will be in accordance with the hospital’s standards and according to the guidelines outlined in the safety & quality improvement protocol of the smile train. While the smile train will be contributing us$ 125,000, it is expected that Rafatullah Community Hospital will in consultation with the project director bear all administrative costs and general overheads involved with the proposed surgeries. This project is being managed at Rafatullah Community Hospital by Dr. Sazzad Khondoker and is being continually monitored for safely and quality standards relating to the proposed cleft reconstructive surgeries by the medical advisory board of the smile train or any other opportunity nominated person.
The agreement was signed on July 15, 2010 for six months between Rafatullah Community Hospital and Smile Train Inc. of America and later on this project has been extended for another o2 years up to 31 December, 2012. Rtn. Dr. Md. Matiur Rahman, Director of TMSS Health Sector from TMSS and Md. Mahbubul Hannan, Program Manager of Smile Train Inc. of America signed the contract paper respectively. Prof. Dr. Hosne-Ara Begum, Executive Director of TMSS and other distinguished persons were present during the occasion. For successful implementation of 1st and 2nd phase project activities, the Smile Train, USA has renewed its agreement for the implementation of the 3rd phase project activities by TMSS for the period January 01, 2013 to December 31, 2014.
Funding on initial partnership ‘on probation’ has been begun on July 01, 2010 till 31st December 2012 or until completion of 2500 surgeries. And after successful completion of that 2 year six months, this project has been extended for two years up to December 31, 2014 and total target in this 02 years is to complete successful operation of 2000 patients and Operation Camp will be held twice in a month at Rafatullah Community Hospital (RCH), Bogra, Bangladesh for meeting the target.
Major Physical component of the project with their financial implication:
The agreement of the project has been signed by and between Smile Train Inc. a New York based not-for-profit corporation represented by its South Asia Office located at S-240 Panchsheel Park, New Delhi 110 017, India (Smile Train) and Rafatullah Community Hospital (RCH), Bogra, Bangladesh which is affiliated with the registered NGO Thengamara Mohila Sabuj Sangha (TMSS). Fund will be released on quarterly basis after receiving the required information of patient records by Smile Train (uploaded to the online database at SmileTrainExpress.org).
Operational Management aspect of the project:
Prof. Dr. Md. Sazzad Khondoker is the Project Director of Smile Train RCH Cleft Project as well as he is the initialized person for Rafatullah Community Hospital. On the other hand, Rtn. Dr. Md. Matiur Rahman, Director, TMSS Health Sector, Bogra, Bangladesh is the authorized person to implement this project smoothly & effectively
Contribution of the Project:
TMSS, as third largest NGOs, is dedicated to develop the socio-economic status of the poor women/ultra-poor women and their family members. In addition to many social welfare activities, it provides low cost medical treatment to marginalized and needy patients at Rafatullah Community Hospital (RCH) that has among others also been providing free or subsidized cleft surgeries. TMSS is desirous of extending totally free cleft lip and palate surgeries through Rafatullah Community Hospital (RCH) to poor patients and also offer related rehabilitative services free of cost; it does not have the financial resources to do so. Through this project the poor people living in rural remote areas, especially in North Bengal are getting opportunity for free cleft lip and palate repair surgery. As a result physically disabled people will be able to get ride of the curse of physical disability and they would be able to live in society like others. After the completion of the project some impacts would be caused such as cleft patients would be able to get ride from their physical disabilities, augmenting medical infrastructure to enhance safety, increase treatment capacity and significantly expand its ongoing continuing medical education programs, training of young medical specialists, epidemiological studies and other related research projects in the area of reconstructive surgery with special focus on clefts.
