Project Background: Lafarge, a Cement Giant from France has established the first fully-integrated cement plant in Bangladesh called Lafarge Surma Cement Ltd (LSC). LSC integrated cement manufacturing plant has an annual capacity of 1.5 million tonnes of grey cement and 1.15 million tonnes of clinker. For plant site, 80 acres of land were acquired from agriculture land and they also used Surma river for transport, influx of workers from outside the areas. These characteristics have significant impact on the Project Affected People (PAP)s. Most of the PAPS, were owners of the agricultural lands, trees and crops. To compensate the PAPs and to mitigate the long term social impact the LSC had some commitments to the communities. As a result LSC has started operating a PAPs as well as community based development program.
Though the PAPs were compensated following the right procedure and many residents are now skilled worker in the plant, the long term effects and commitments to communities were profoundly considered since its planning. TMSS, as a national level social development organization, with vast experience on rehabilitation of affected people, education, health service, renewable energy, skill training and many more started working together in the Community Development Program (CDP) in the located area, i.e. Chhatak & Dowarabazar of Sunamgonj district.
Project Goals/ Objectives: Social & Economic Development of LSC Project Affected People (PAP)s & the local community in LSC plant.
Number and Type of Target population / beneficiaries:
The beneficiaries of this project will be a list of Project Affected Peoples (PAPs) along with community people. These PAPs have lost their agricultural lands, jobs, facing different health hazards etc. The project is implemented in 10 Unions of Sunamgonj District.
- Rehabilitation of LSC plant affected people.
- Community base health service
- Provide non-formal education service & skill training.

- SED Training Programs,
- Capacity building on mobile phone servicing, Solar Home maintenance and IT.

- Learning centers are operating well and learners are getting regular classes
- Identification of vocational training needs done.
